"Cel" is short for celluloid acetate, the transparent material on which cartoon images are painted in the making of traditional animation. Production cels are the one of a kind building blocks of an animated film or television show. Cel is often misspelled as "cell or cells", but as an abbreviation, it has just has one "l", unlike cell phones for instance.
